At the planning committee meeting on Thursday 10 December 2009 the members of the planning committee resolved: That the application be refused on the grounds of cumulative impact.

Due to a procedural issue the Council returned the application to the planning committee to be considered again at its meeting on Thursday 14 January 2010. Again the planning officers were recommending that the application be approved.

December 2009

December 2009 The planning application for the Monkwith Wind Farm is due to go before the East Riding of Yorkshire Council Planning Committee at its meeting on Thursday 10 December 2009. The meeting is due to start at 2:00pm. The Council’s Planning Officer’s report to the councillors is attached. Again the Planning Officers are recommending that the application be approved (subject to an acceptable legal agreement being put in place first.)
November 2009
In response to the comments that were made on 08 October 2009 when the planning application was taken before the planning committee Energiekontor has given consideration to revising its offer of a community fund. If planning permission is granted, as recommended by planning officers, then Energiekontor will make an additional payment of £70,000 in the first year into the community fund. October 2009 In the planning committee meeting the Council’s Planning Committee decided (11 in favour and 2 against) to defer the application in order to: • Obtain further information in relation to the risks to Garton Airfield; and • Write to the Secretary of State responsible for planning matters to ask him to clarify his policy on how national guidance is to be interpreted in relation to the cumulative effects of wind farms. In the meeting, prior to considering the motion to defer, a motion was tabled to refuse the application and a vote was taken on this motion – the motion was defeated with 3 councillors voting for refusal and 10 against. No motion to uphold the Planning Officer’s Recommendation for approval was put forward by Councillors. The Council will take the application back to a future, as yet undetermined, meeting of the planning committee once the further information requested has been obtained.
October 2009 The planning application for the Monkwith Wind Farm is due to go before the East Riding of Yorkshire Council Planning Committee at its meeting on Thursday 08 October 2009. The meeting is due to start at 2:00pm. The application is recommended to be deferred whilst an acceptable Section 106 agreement is prepared and once it has been resolved to grant delegated powers to the Director of Planning and Economic Regeneration to Grant Planning Permission.

The planning application for the proposed Monkwith Wind Farm was submitted to East Riding of Yorkshire Council on 26 May 2009 and was confirmed as being valid on 12 June 2009. The wind farm development could contribute a substantial amount of clean and sustainable electricity to help meet our needs in the face of increasingly significant environmental and economic challenges. In response to our Community Update leaflet we were very pleased that the majority of replies were in favour of the wind farm. We would encourage anyone who wanted to demonstrate their support for the planning application to make their views known to the Council. For your convenience there is a letter generating facility on this website - just click on the ‘Support our Proposal’ link on the left and complete your details. The Council has indicated that it would like to receive comments by 21 July 2009.
